19 August 2026The Eswatini Environment Fund (EEF) and the Environment Investment Fund of Namibia (EIF Namibia) have marked a significant milestone in regional environmental cooperation through the signing of a Memorandum of Understanding (MoU) establishing an institutional partnership focused on Climate Finance, Environmental Governance and Capacity Development. The agreement was signed by EIF Namibia Chief Executive Officer, Mr Benedict Libanda, and Eswatini Environment Authority Executive Director, Mr I

saac Dladla, representing the Eswatini Environment Fund.
The signing formalises a relationship between the two institutions that has developed over several years, building on EEFβs benchmarking visit to Namibia in September 2022. The engagement provided an opportunity for EEF to learn from EIF Namibiaβs experience in environmental and climate finance mobilisation and resulted in recommendations aimed at strengthening the Fundβs institutional capacity and effectiveness. EIF Namibia subsequently pledged its support towards the transformation and growth of EEF.
Through the MoU, the institutions will deepen cooperation and facilitate the exchange of knowledge, technical expertise and institutional experience, particularly in strengthening climate-finance mobilisation, environmental governance and organisational capacity. The partnership comes at an important stage in EEFβs development, following Cabinetβs approval of its transformation into a stand-alone entity, creating an opportunity to accelerate the implementation of lessons and recommendations emerging from the Namibia benchmarking process.
The partnership represents a significant step towards building stronger African-led environmental financing institutions capable of mobilising resources for sustainable development. For EEF, strengthening institutional partnerships will enhance its ability to advance its mandate of mobilising sustainable financing for environmental protection, conservation, natural-resource management and community-driven environmental initiatives across the Kingdom of Eswatini.
